House approves bill to align juvenile corrections records protections with adult system

The Idaho House on Feb. 11 voted to pass House Bill 540, which sponsors said would extend the same safety, security and confidentiality protections for records at Department of Juvenile Corrections facilities that currently apply to the Idaho Department of Corrections.
Representative (presenter) told colleagues the bill "was drafted to ensure that the Department of Juvenile Corrections has the same protections related to safety and security as the Idaho Department of Corrections." The sponsor said the protected records include "records related to witnesses and victims, records related to juvenile transport, and records created during the intake processes for juveniles," and added the bill would have "no fiscal impact" on implementation.
Supporters said the change clarifies that Section 74-105 of the Idaho Code, which deals with records for juvenile corrections facilities, should be aligned with protections elsewhere in code to preserve staff safety and juvenile privacy. No members rose for extended debate, and the House clerk recorded the vote as 69 ayes with one member absent, after which the clerk announced the bill had passed and would be transmitted to the Senate.
The clerk also noted there was no correction in title and that the measure would be carried forward to the upper chamber for consideration. The House took no further action on amendments to the bill during the floor session.
