Fulton County commissioners approve $281,921.91 in payables, allocate $160,000 in opioid settlement funds to add recovery specialist

The Fulton County Board of Commissioners on Dec. 16 approved $281,921.91 in county payables and authorized a $160,000 use of opioid settlement funds to add a Certified Recovery Specialist (CRS) to the Fulton County Family Partnership Team.
The action took place during the regular meeting at the Commissioners' Office. Commissioner Randy H. Bunch, chairman; Commissioner Steven L. Wible, vice-chairman; and Commissioner Hervey P. Hann voted unanimously on the recorded motions.
The board approved payables dated Dec. 16, 2025, totaling $281,921.91. The clerk recorded fund-level distributions including $214,588.09 to the General Fund, $20,705.31 to Fund 238 (911), $46,105.21 from Opioid Settlement Funds, and smaller amounts across other specialized funds. Commissioner Hervey P. Hann moved to approve the payables and the motion passed with all in favor.
In a separate item, Executive Development Director Julie Dovey presented a plan to use $160,000 in Opioid Settlement Funds “to expand Certified Recovery Specialist services by adding another CRS to Fulton County Family Partnership Team.” Commissioner Hann moved to approve the plan, and the board approved the expenditure unanimously.
The meeting also recorded several personnel and administrative actions. The commissioners met with Domestic Relations Director Tina Gress and approved a motion by Commissioner Hann to dismiss a Domestic Relations employee effective Dec. 8, 2025; the board also approved advertising for an "Enforcement Officer 1," to be posted both internally and externally. A brief Retirement Board meeting at 9:15 a.m. to set employee pension contribution rates was noted; separate minutes are on file.
Procurement and service approvals included retroactive approval of a Momentive Software, Inc. renewal order for the Fiscal Department at an annual price of $1,660.48, and approval to execute a Sheriff's Department request for physician services for an inmate at the Bedford County Correctional Facility. The board unanimously approved an appointment of Thomas Peppernick to the Fulton County Industrial Development Authority Board of Directors for a term through Dec. 31, 2027, and reappointed Margie McGuire (Contractor), Paula Shives (Member-at-Large), Thomas Morton (Elected Official) and Daniel Schriever (Member-at-Large) to the Fulton County Agricultural Land Preservation Board for two-year terms ending Dec. 31, 2027.
Commissioner Bunch moved to approve the 2026 Commissioners' meeting dates for public advertisement in the Fulton County Newspaper; the motion passed unanimously. The board entered two short executive sessions for personnel matters during the meeting, recording entry and exit times but no additional open-session actions. A DCED financial monitoring interview that had been scheduled for 11:30 a.m. was canceled by DCED, which requested to meet instead with SEDA COG and the chief clerk.
The meeting adjourned at 11:45 a.m.
