Fulton County commissioners met Jan. 27, 2026, and approved routine administrative measures including $234,913.72 in accounts payable, a personnel hire, and several vendor contracts and grants.
The board voted to approve the Jan. 20 minutes and to pay county bills totaling $234,913.72 across funds including the General Fund ($145,851.38), 911 ($30,555.07) and Medical Assistance Transportation ($27,752.25). The minutes list a full fund-by-fund breakdown provided at the meeting.
Commissioners approved the hire of Amanda Sheffield as a Caseworker II in the Services for Children Department, pending required clearances and completion of paperwork. The Personnel action was moved by Commissioner Steven L. Wible and carried by unanimous voice vote.
The board authorized a Delegation of Signing Authority to execute Community Development Block Grant (CDBG) Entitlement Contract Number C000095314 for $218,719.00, designating HR Administrator Mary Huston, Commissioner Steven L. Wible and Commissioner Randy H. Bunch as signatories.
Commissioners amended the agenda to consider a credit-card approval and approved a county credit card for Thomas Peppernick, Mapping and Planning Director, to make departmental purchases. Fiscal Administrator Sue Reed presented the request and the board approved it unanimously.
The board accepted a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center Project. The scope includes restroom renovations, installation of a new security camera system, and milling and overlay work on the existing parking lot, driveway and accessible walking path. Commissioner Steven L. Wible moved the acceptance; the motion carried.
Other administrative approvals included: approval of a $3,313.00 Travelers Casualty and Surety Company of America bond for county tax collectors (invoice presented by insurance agent Robert Snyder); retroactive approval for execution of the ERAP 2 County Expenditure Certification Form for the Emergency Rental Assistance Program; authorization to pay Elect IT Solutions for IT staffing and support for February 2026; and acceptance of the Election Integrity Grant Program post-election report for municipal 2025 showing total expenditures of $84,443.55.
Chief Probation Officer Dan Miller requested a training travel authorization; the board approved travel for staff member Quinn Wiest to attend a two-day training in State College, Pa., Feb. 4–6, 2026.
The meeting included a briefing from Mental Health Association of Franklin and Fulton Counties staff Carol Slemmer (Community Support Program Manager) and Scott Graham (Chief Executive Officer), who said the organization is seeking office space in Fulton County and reported that the county contract for Peer Support Services was not currently in use. County Coroner Berley Souders raised department concerns including mileage reimbursement and the possible hiring of a per‑diem deputy; no formal action was taken on those items.
The board approved renewal of Companion Life Insurance group term life and AD&D coverage at the same 2025 rates, effective April 1, 2026, and adjourned at 11:43 a.m.
