Summary
At its Feb. 12 meeting the Richmond Parks and Recreation Board approved a set of motions including a change order for river rock at the Gorge kayak landing, hiring a facility and guest services coordinator, a $59,933.34 chemical contract, an easement for CenterPoint pipeline work (valued at $5,939.99), and a recommendation to enter scoping for Whitewater Gorge development.
The Richmond Parks and Recreation Board on Feb. 12 approved several routine and project-related actions, including construction change orders, staff contracts and an easement to allow pipeline repairs that staff said will clear the way for future Gorge work.
The board voted to amend the published agenda to add item 11f and then approved change order 9 and deduct 10 for Gorge Phase 1 (Test Road) to install river rock at the kayak landing. Staff said the work will add roughly six tons of river rock and that much of the $6,984.80 cost reflects labor and equipment for difficult access. The motion passed by voice vote.
The board also approved a contractual position for a facility and guest services coordinator. Staff characterized the new role as distinct from the administrative assistant and said it is designed to help increase department revenue. The contract will be funded from the department's contractual services line.
In another vote the board approved contract 6-2026 with Spear Aquatics LLC for pool and splash-pad chemicals in the amount of $59,933.34. Staff said the department uses the early-buy purchase model each year to secure pricing (about $20.25 per unit) and free delivery; board members noted the total is roughly $3,000 higher than last year due to additional year-end purchases.
On the Whitewater Gorge project, the board heard a presentation from Scott Seneffelt of the Veritas Group on the RFQ and interview process. Veritas and the selection committee evaluated four teams and recommended GM Development and R.L. Turner enter a no-cost scoping phase to develop a guaranteed maximum price. The board approved that recommendation to move into scoping.
The board also approved an easement requested by CenterPoint to address an exposed gas line under a back drive. Staff said the company must use a 20-foot boring machine and estimated an easement valuation of $5,939.99; work could begin in as soon as two weeks after the signed easement is returned. Staff emphasized that fixing the pipe is a discrete step and does not automatically reopen the drive to vehicles — separate road and bridge repairs and public input would be required.
