Joint committee approves maintenance funding and reappropriation language for Idaho Transportation Department

The joint Senate Finance and House Appropriations committee on Tuesday approved additional maintenance funding for multiple divisions of the Idaho Transportation Department and adopted language that reappropriates balances to the department.
Brooke Dupree, a budget and policy analyst with the Legislative Services Office, presented the Transportation Services Division request and the committee voted to add $17,519,800 from dedicated funds for deferred maintenance, airfield improvements, aeronautics facilities maintenance, replacement items and IT hardware. "First up on the agenda today is the Idaho Transportation Department," Dupree said in her presentation and then outlined the specific dollar requests.
A subsequent motion to adopt updated reappropriation language on the screen — an edit that now includes balances appropriated or reappropriated to the Idaho Transportation Department — was moved, seconded and adopted without objection after Dupree apologized for a packet/screen discrepancy.
The committee also considered the Division of Motor Vehicles and Highway Operations budgets, approving dedicated-fund additions for replacement items, IT hardware, roadside safety and equipment. For contract construction and right-of-way acquisition, Dupree told the committee the department requested a proposed $275,000,000 general-fund transfer that would be split 60/40 between ITD and local governments; committee members placed the request before the committee and advanced an appropriations motion that included dedicated and federal funds for capital outlay and remaining cash appropriations.
All motions for the Transportation Services Division, Motor Vehicles, Highway Operations and contract construction/right-of-way appropriation received majority support in both the Senate and House committee delegations and will carry do-pass recommendations to JFAC.
The committee adopted the committee motions by roll call; the chair said the motions will be carried forward as do-pass recommendations. The language and appropriation packages now move on per the committee's normal processing schedule.
