County staff said the district has limited cash flow until a later week and requested that the county accept invoices now and allow proof of payment to follow within about 10 days. Staff described the step as a variation on the county’s normal reimbursement process that will help the district meet grant-match requirements for larger state and federal projects.
Ted Purvis of Cooke City urged the commission to approve the request, saying the process mirrors procedures the town uses with the state Department of Natural Resources and Conservation and would streamline payments for an upcoming EDA-funded project. Mary Anne Keyes of Montana State University Extension said the relief supports required match contributions and praised the district and contractor work, noting phase 2 of their collection-system work came in on time and about $170,000 under budget on an ARPA grant.
A commissioner moved the motion to accept the relief request and it was seconded. The commission approved the motion by voice vote.
The item’s paperwork and staff comments say the district will submit invoices and the required proof after payments occur; staff also said they will check that the relief does not overlap other grant funding.
