Key formal actions approved included: adoption of Resolution No. 26‑002 approving the Arbor Lakes Business Park Building 10 planned unit development concept stage plan; adoption of Resolution No. 26‑001 and Ordinance No. 26‑01 approving the Juniper Hill planned unit development concept and development stage plan and rezoning from R‑A (Single‑Family Agricultural) to R‑2 PUD (Single‑Family Residential—Planned Unit Development); and approval of Resolution No. 26‑008 to enter into a joint powers contract with the Minnesota Department of Transportation for professional and technical services related to the TH 169 Elm Creek Boulevard interchange (MnDOT Contract 1061496), subject to final review by the public works/engineering director and city attorney.
Personnel and administrative items approved as part of the consent agenda included the promotion of Jonah Hamberger to a full‑time community service officer pending pre‑employment requirements, recruitment authorizations for an assistant city prosecutor, heavy equipment operator and network technician, appointment of Gene Marsh to the Planning Commission (term through Dec. 31, 2027) and the appointment of Justin Templin of Hoff Barry P.A. as city attorney effective Jan. 1, 2026.
Finance and procurement actions included approval of claims totaling $6,077,870.13 and authorization to purchase 21 Panasonic Toughbooks for Police, Fire and Public Works at a total replacement cost of $62,349 from the Data Processing Replacement Fund. The Council also adopted amendments to the Maple Grove Data Practices Policy, designated official depositories and investment providers in accordance with Minnesota Statutes § 118A.01‑118A.06, and voted to not waive municipal tort liability monetary limits per Minnesota Statutes § 466.04.
Several police department program resolutions were approved to permit solicitation and acceptance of donations for the crime prevention program (Res. No. 26‑004), the D.A.R.E. program (Res. No. 26‑005) and the K‑9 program (Res. No. 26‑006). The Council also designated Minute Maker Secretarial, Inc. as Council secretary for 2026 (Res. No. 26‑007) and named the Osseo‑Maple Grove Press as the official city newspaper for 2026.
Councilmember Kristy Janigo moved to approve the consent items as presented; Councilmember Jon McCullough seconded. Mayor Mark Steffenson called the vote and the motion carried 5‑0.
