The sponsor asked the House for a green light and noted the amendment clarifies implementation of the earlier statute.
The chair put the question and the Clerk reported the vote: 68 ayes, 2 absent and excused, a majority in favor. The House approved the bill and will transmit it to the Senate for consideration. The motion to adopt the journal earlier in the session had been moved by Skogg and seconded by Gannon, recorded in the day's earlier proceedings.
House leaders characterized HB 551 as a technical, implementation-focused change intended to preserve local taxing authority for emergency-service districts while allowing urban renewal where appropriate.
The bill now moves to the Senate; no amendments or title corrections were recorded on the floor. The House proceeded to take up other calendar business and adjourned to reconvene Feb. 11, 2026.
