Oscoda County Board adopts MEDC CDBG 'Urgent Need' resolution, delegates agreement authority

At its Feb. 24 meeting the Oscoda County Board unanimously adopted Resolution 2026-001 to participate in the Michigan Economic Development Corporation (MEDC) Community Development Block Grant (CDBG) 2025 Urgent Need program after a required public hearing and delegated authority to staff to finalize the agreement.
The Oscoda County Board of Commissioners voted unanimously Feb. 24 to adopt Resolution 2026-001 to participate in the Michigan Economic Development Corporation (MEDC) Community Development Block Grant (CDBG) 2025 Urgent Need program after holding the required public hearing.
Emergency Management director Michael Bowers opened the public hearing under the Open Meetings Act and the board recessed the hearing at 10:44 a.m. before returning to regular business. The board then adopted the resolution by roll-call vote. Commissioners Charles E. Varner Jr., Tom McCauley, Joe Breaugh and Ted Handrich were present; Commissioner Jackie Bondar was excused.
The board also voted to delegate authority to Michael Bowers and County Administrator/HR Director Michelle Knepp to take necessary actions to advance and finalize the agreement involving Montmorency County and the MEDC. The motion to delegate authority was approved unanimously.
Beyond the CDBG action, the board approved a package of routine items including agenda and consent calendar approvals, personnel acknowledgements, a planned tree removal at the Government Center with replacement and memorial plaque retention, and authorization for annually budgeted funds to be released to the Historical Commission. All motions recorded at the Feb. 24 meeting carried by unanimous vote of those present.

The board did not discuss contested opposition to the CDBG resolution in the meeting record. The next regular Board of Commissioners meeting is scheduled for March 10, 2026 at 10:00 a.m. in the Oscoda County Courthouse Annex in Mio.
