No formal motion was required at that time because the discussion was taken as a non‑agenda matter; commissioners described the item as appropriate to revisit at the March workshop and to allow members of the public to comment without waiting. The board’s discussion signaled a preference to pause the hearings to expand outreach and provide clearer information to residents before advancing the ordinances.
