Board reviews Annual Town Meeting warrant updates; Special Education stabilization fund draws discussed

Planning Director Tony Fields and Attorney Pamela Brown reviewed updates to Article 30 on the 2026 Annual Town Meeting warrant, which retains a 1,850-square-foot minimum unit size and keeps a 10-units-per-acre limit for a proposed Elm Street project consistent with a 40Y-style approach.
School Superintendent Cliff Chuang told the Select Board that the district had projected a special education deficit of roughly $200,000–$350,000 for the current year and had approved a $350,000 draw from the Special Education Stabilization Fund; updated numbers indicate the FY26 draw may be lower than initially projected. For FY27 the budget currently projects a $490,000 draw, but the district is pursuing state and other funding sources and said it is cautiously optimistic the actual draw will be significantly lower.
Historic District Commission chair Alethea Yates spoke about Article 21, saying the intention is to preserve older homes and warning against changes that would encourage pseudo–teardowns. The Select Board closed review of the warrant items at this meeting by roll call vote.
