Planning Board endorses ANR to split 18–20 Cutler Street

At its Jan. 20 meeting the Bedford Planning Board unanimously endorsed an ANR plan to divide 18–20 Cutler Street so each dwelling is on its own lot; the Zoning Board of Appeals previously granted a variance and staff will sign the ANR.
The Bedford Planning Board on Jan. 20 unanimously endorsed an Approval Not Required (ANR) plan to divide a single parcel containing two dwellings at 18–20 Cutler Street so each house sits on its own lot. Attorney Pam Brown presented the plan and said #18 will continue to take access from Cutler Street while #20 would have frontage only on a paper street and would use a shared driveway to Railroad Avenue.
Planning Director Tony Fields advised that the plan meets the requirements of the subdivision law and noted there is a provision that allows separation of houses that predate subdivision control. The applicants previously received a variance from the Zoning Board of Appeals for the proposed nonconforming lots.
Board member John McClain said he felt uneasy about the paper-street access but the Planning Director and Chair Steven Hagan stated the plan meets statutory requirements. Dawn LaFrance-Linden moved to endorse the ANR plan; Christopher Gittins seconded the motion, and the Board voted unanimously in favor (Todd Crowley, John McClain, Christopher Gittins, Dawn LaFrance-Linden, Steven Hagan).
The Board then voted, on a motion by Todd Crowley seconded by Christopher Gittins, to authorize Planning Director Tony Fields to sign the endorsed plan. All votes were recorded by roll call as yes. The endorsed ANR and signature authorization complete the local endorsement step; staff will execute the signature and recordation process consistent with the town’s procedures.
