Board rescinds prior sale decision, approves interim finance consulting and other routine actions
Summary

Rescind sale of old middle school: The board moved to rescind the action taken at a prior meeting to sell the old middle school property. The chair reported the motion passed by voice vote, and the minutes record the result as 3-0 with Mrs. Harvey recusing herself.
Interim CSBO consulting services: The board approved contracting interim services from an education consulting team to provide CSBO-type financial oversight while the district recruits or onboards a permanent CSBO. A board member explained the work will be funded from step-7d discretionary funds and is intended to help reconcile outstanding ledger items. The motion passed by recorded vote.
Gift/offer of middle school to 3 Rivers Forever Foundation: The superintendent moved (second recorded) that the superintendent or Mr. Meador reach out to 3 Rivers Forever Foundation Inc. to offer the middle school building on the condition that the foundation take possession by Jan. 31, 2025. The motion passed by a recorded 3-0 vote with Mrs. Harvey recusing herself.
Personnel, trips and payments: The board approved minutes for prior meetings, approved the bills for payment after a discussion of a water leak and an appeal to the water company, approved step increases for listed math and special-education teachers (per West Virginia code), and approved staff travel (an out-of-state conference for Amy and Nathan Smith, Nov. 13–15) and a student club trip (FCA to the WVU game, Oct. 12). The board then approved employment/service additions and voted to enter executive session for personnel under West Virginia Code 6-9B-4; the motion to go into executive session passed by recorded vote and the board moved into executive session at 7:53 p.m.

Next steps: Central office staff will contact 3 Rivers Forever Foundation, pursue the water-billing appeals, and implement the interim consulting arrangement while the district continues recruitment and personnel actions.
