Fulton County commissioners approve $205,405 in payments, proclaim March as Developmental Disabilities Awareness Month

The Fulton County Board of Commissioners on Feb. 24 approved routine minutes and vendor payments, adopted a proclamation recognizing March 2026 as Developmental Disabilities Awareness Month, and approved a string of contracts, invoices and administrative filings.
Commissioner Randy H. Bunch called the meeting to order. Commissioner Steven L. Wible moved to approve the Feb. 17, 2026 commissioners' minutes; the motion passed unanimously. Commissioners then approved Accounts Payable dated Feb. 24, 2026 in the amount of $205,405.27. The agenda record lists the full breakdown by fund, including $118,593.19 from the General Fund and $37,673.00 for Medical Assistance Transportation.
Commissioner Hervey P. Hann moved to approve and execute a proclamation declaring "March 2026 as Developmental Disabilities Awareness Month," commending the observance and noting that Fulton County "becomes a better place when people with and without disabilities come together to form strong, diverse communities, and knowing we are all One World, many Abilities!" Representatives from local providers and advocacy groups attended the signing, including Occupational Services Inc., The Arc of Franklin/Fulton Counties, Full Circle Residence, Lupey Behavioral Services and Fulton County Human Services.
Human Services Director Julie Dovey, Franklin/Fulton Family Partnership HRSA Project Director Beth Bryant and Franklin/Fulton Drug & Alcohol Recovery Specialist Joe Bailey met with the commissioners to discuss possible opioid-reduction initiatives; the minutes record the discussion but no formal action on specific programs was taken at this meeting.
John Schriever of Sideling Hill Financial provided a portfolio review of the Krivak Trust accounts and reported that the accounts "have made $161,000.00 since he started managing them." Commissioners received the update; no change to trust management was recorded.
The board approved a Purchase of Service Agreement with Pressley Ridge for child-welfare services, effective Feb. 11 through June 30, 2026. The board also approved an invoice from Elect IT Solutions for March 2026 IT staffing and support services in the amount of $10,198.00 and a CCAP PComp third-installment contribution of $5,575.00 (of a total $22,300.00 commitment).
Commissioners approved a letter recommending MainStreet McConnellsburg apply for a T-Mobile Community Grant to modernize downtown street lighting, and they authorized submission of the county's "Report of County Fee for Local Use Funds" to PennDOT. The board also voted to pay Huntingdon County the remainder of an NTIA project contribution, $270,000.00, noting $90,000 previously paid.
The 2026 Compensation Plan for Services for Children Director Christine McQuade was approved for submission to the state for compensation of wages. Elections Director Linda Doyle won approval to distribute a flyer announcing Electronics and Appliances Recycling Days March 18 (noon–5 p.m.) and March 21 (9 a.m.–1 p.m.) at 610 East North Street, McConnellsburg.
