County Finance presented a requisition under the Sanitary Engineer for a sewage disposal agreement with Navarre Village in the amount of $250,000.00; the Board approved the requisition 3–0. The Board also approved a non-encumbered Law Library membership payment of $129.00 and travel requests including a $68.50 trip to the Eastern Ohio Leadership Conference and an amended request of $4,866.47 for two Job & Family Services employees to attend ICPC training in Portland, Oregon.
Representing the County Engineer, Sarah Birone (for Jennifer Odey) presented a revised Local Public Agency agreement with the Ohio Department of Transportation and bid documents for the Northvale Avenue Bridge Project (PID# 119001) and the Board approved proceeding. The Board awarded the Stark County Engineer’s H-1-2026 Chip Seal Resurfacing Project to Melway Paving, Inc. of Holmesville, Ohio, for a total of $1,008,246.66 (base bid plus Alternate #1), and approved Change Order No. 5 with Lockhart Concrete Company for the Strausser & Lake O Springs Roundabout Project; both measures passed 3–0.
Regional Planning items approved included a second amendment to a professional services agreement with Mullin & Lonergan Associates, Inc. for the HOME-ARP program and a time-extension amendment with ASK Development Solutions for the HOME program through Dec. 31, 2027. The Board also approved time extensions on maintenance and sidewalk performance bonds for Lexington Farms North allotments and final plats for several subdivisions in Plain, Jackson, Lawrence, Perry and Lake townships.
A resolution approving an agreement with Pulte Homes of Ohio, LLC to construct a waterline loop on Mogadore Avenue NW in Lake Township was approved 3–0. The Board authorized acceptance and execution of a Local Jail Capital Project Grant Agreement with the Ohio Department of Rehabilitation and Corrections; that grant resolution was approved by motion of Commissioner Alan Harold, seconded by Commissioner Bill Smith, with a recorded 3–0 vote.
During the meeting the Board moved into executive session at 1:43 p.m. under O.R.C. 121.22(G)(3) to discuss pending litigation with Assistant Prosecutor Deborah Dawson in attendance and later continued into an executive session under O.R.C. 121.22(G)(8) to consider confidential information related to an economic-development negotiation with another political subdivision. The Board returned to open session at 2:41 p.m.; Commissioner Harold was not present for the second executive session.
The meeting adjourned at 2:41 p.m. on a motion by Commissioner Bill Smith, seconded by Commissioner Richard Regula; the record shows Commissioners Regula and Smith voting in favor of adjournment.
