Matt Perry of Tec, Inc. and Michael Sprague of the Town of Bedford Department of Public Works presented the Notice of Intent for rehabilitation of the Summer Street bridge, which carries the road over the Shawsheen River. Inspections found structural deterioration on the 1959 structure. Proposed actions include slip‑lining two deteriorated six‑foot corrugated metal pipes, removing built‑up debris around a 5–9‑foot exposed bridge footing and repairing the riverbed. Temporary controls will include sandbag cofferdams, pumps and downstream turbidity and siltation barriers; areas disturbed will be reestablished with a native seed mix.
Commissioners discussed timing and impacts. Mr. Sprague said the work is hoped to begin during a dry period in July or August. The Commission voted to close the public hearing, to issue a variance for work within the 25‑foot buffer zone, and to issue the Order of Conditions as discussed; each motion passed 4–0–0 by roll call vote.
The minutes record the mitigation measures the applicants described (cofferdams, turbidity controls) and that impacts will be temporary. The Order and variance allow the DPW to proceed subject to the conditions and any required DEP review noted elsewhere in the record.
