Representatives Smith and McCormick introduced House Bill 12‑13 to sunset the biomass utilization grant program. Sponsors said the program — established after severe wildfire seasons — was a demonstration project intended to test market solutions for low‑value woody biomass and that it met its goals.
"With a $500,000 appropriation, the program was able to fund 12 projects across the state that explored practical uses for biomass, including energy production and biochar," Representative Smith told the committee. She said the projects helped test concepts, support early‑stage businesses and build knowledge about market conditions in Colorado.
Representative McCormick described the program's origins in post‑2020 wildfire response and said the State Forest Service can continue forest‑management work through existing authorities and other funding sources. Committee members asked about industry activity and examples; Representative Barone and others raised Charm Industrial and biochar operations as local examples of evolving markets.
Diane Selby of the Colorado State Forest Service identified herself for the record; committee members had no questions for the agency representative. Representative Smith moved HB12‑13 to the Committee of the Whole; the motion was seconded and passed unanimously. The committee adjourned following the vote.
