Select Board approves $92,600 Town Common design contract and $384,324 construction-phase services for Great Road project

On Jan. 5, 2026, the Bedford Select Board voted 5-0 to approve two public-works contracts presented by DPW Director David Manugian and Capital Program Manager Jeanette Rebecchi.
The board approved a contract with BETA Group, Inc. for the Town Common final design for a sum not to exceed $92,600. The conceptual plan would replace existing stamped concrete walkways with concrete using an exposed aggregate finish in a neutral gray and add pavers in high-impact locations such as picnic seating and the gathering area in front of the church steps. Rebecchi said the design team continues to refine the plan based on feedback from a community site walk held Dec. 18 and that a final design will be shared publicly before construction funding is requested at Annual Town Meeting. She acknowledged that an AI-generated image used in materials did not accurately represent the town’s vision and that consultants produced that rendering.
The board also approved a contract with Green International Affiliates for construction administration and resident engineering for the Great Road traffic and stormwater improvement project in an amount not to exceed $384,324. DPW staff said the work supports relocation of the Bedford Fire Station from 55 Great Road to 139 Great Road; with the construction contract previously approved, work is expected to begin in spring and reach final completion by November 2026.
DPW staff provided an update on the Wilson Park Committee’s work, describing a three-phase approach — gathering background, identifying community priorities, and modeling design options — and said the team is evaluating potential traffic mitigation and pedestrian-safety measures, including a proposed crosswalk at 362 Reformatory Branch.
Both contract approvals were carried by roll-call vote: Shawn Hanegan, aye; Daniel Brosgol, aye; Paul Mortenson, aye; Bopha Malone, aye; Terrence Parker, aye. The Select Board directed the Town Manager to take actions necessary to implement the votes.
