Fulton County commissioners approve $234,913.72 in payments, hire caseworker and OK senior center upgrades

The Fulton County Board of Commissioners approved $234,913.72 in account payables and completed a slate of administrative and personnel actions at its Jan. 27, 2026 meeting at the commissioners' office in McConnelsburg.
Commissioner Hervey P. Hann moved to approve the account payables dated Jan. 27, 2026; the motion carried "all in favor." The county recorded a fund-level breakdown in the minutes that included $145,851.38 to the General Fund, $30,555.07 to Fund 238 (911) and smaller allocations across other funds, for a total of $234,913.72.
Commissioners voted to hire Amanda Sheffield for the Services for Children Department as a Caseworker II, pending required clearances and completion of paperwork. Services for Children Director Christine McQuade brought the request; Commissioner Steven L. Wible moved the hire and the board approved the appointment. A Salary Board meeting relating to the hire was held separately and minutes are on file.
The board approved a travel request for probation staff: Commissioner Randy H. Bunch moved to allow Quinn Wiest to attend a two-day training at State College, Feb. 4–6, 2026; the motion carried unanimously.
On grants and contracts, Commissioner Hervey P. Hann moved to approve a Delegation of Signing Authority for Community Development Block Grant (CDBG) Entitlement Contract Number C000095314 in the amount of $218,719, to be executed by HR Administrator Mary Huston and Commissioners Wible and Bunch; the motion passed "all in favor." The minutes show the delegation was approved for execution by the named county officials.
The commissioners amended the agenda to add a credit-card approval item and then approved a county credit card for Mapping and Planning Director Thomas Peppernick for departmental purchases. Commissioner Hann moved the amendment and approval; both passed unanimously.

- Acceptance of a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project, covering restroom renovations, installation of a new security camera system and a mill-and-overlay for the parking lot, driveway and accessible walking path (motion by Commissioner Wible; approved).
- Renewal of Companion Life Insurance for group term life and AD&D at the same rates as 2025, effective April 1, 2026 (motion by Commissioner Bunch; approved).
The meeting record shows routine opening actions — a prayer and the Pledge of Allegiance — and notes that an executive session on personnel was held Jan. 23, 2026. A Retirement Board quarterly review with Denny Koons and Jacob Barr of Raymond James was noted; separate minutes are on file.
