Fulton County commissioners approve festival lease, engineering contract and reaffirm Public Defender workweek

Fulton County commissioners on Feb. 17 unanimously approved a series of routine and programmatic items, including reaffirming the Public Defender’s salary to reflect a 40-hour workweek and authorizing facilities and contracts tied to community events and CDBG projects.
Commissioner Steven L. Wible moved to approve the Feb. 10, 2026 commissioners’ minutes. Commissioner Hervey P. Hann moved to approve payroll dated Feb. 20, 2026, in the amount of $126,643.71 and accounts payable dated Feb. 17, 2026, in the amount of $115,002.69; both motions were recorded as "all in favor." The accounts-payable report listed $87,536.62 to the General Fund and smaller line items for Liquid Fuels, SFC technology and evidence-based-practice grants, Law Library, 911, Hazmat and Debt Service.
The board met with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters related to hours worked under the Indigent Defense Grant. Following that discussion, Commissioner Hervey P. Hann moved to reaffirm that the Public Defender’s salary will reflect a 40-hour workweek effective Jan. 1, 2026; the motion carried unanimously.
The commissioners approved a McConnell Park lease submitted by the Fulton County Chamber of Commerce and Tourism for the Strawberry Festival, scheduled for June 11–13, 2026. The board also approved a contract with CES Engineering, LLC for engineering services at the Warfordsburg Senior Center CDBG project not to exceed $15,000, and retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions Form.
By motion, the board approved a $6,467.15 purchase of new office furniture from W.B. Mason for the Domestic Relations Department; the item will be funded by the Title IV-D Incentive Account. Commissioners also approved an invoice from Wessel & Company for CFO services for January 2026 in the amount of $4,340.00. A proposed contract between Pressley Ridge and Fulton County for services for children was tabled pending additional information.
The commissioners recorded two entries into executive session — at 8:33 a.m. to discuss personnel matters (exited at 8:59 a.m.) and at 9:22 a.m. to discuss legal matters (exited at 10:21 a.m.). The meeting was adjourned at 11:22 a.m.
No formal votes with dissent were recorded in the public minutes; each listed motion was noted as "all in favor."
