Fulton County commissioners adopt 2026 bylaws, reappoint officials and approve $229,387 in bills

Fulton County commissioners met Jan. 6, 2026, at the Commissioners’ Office for their annual reorganizational meeting, adopting the board’s 2026 bylaws, reappointing officers and approving routine finances.
Commissioner Randy H. Bunch, chairman, called the meeting to order, led a prayer and the Pledge of Allegiance. Motions to approve the Dec. 30, 2025 Commissioners’ Meeting minutes and the Dec. 30 Salary Board minutes were made by Commissioner Steven L. Wible and passed unanimously.
The board approved accounts payable dated Jan. 6, 2026, totaling $229,387.17 and approved payroll of $122,828.46. The accounts-payable motion, moved by Commissioner Hervey P. Hann, included a fund-level breakdown recorded in the meeting: General Fund $53,157.03; Liquid Fuels $13.41; Independent Living $12,558.01; SFC Evidence Based Practice $12,650.30; Law Library $2,637.72; 911 $11,326.59; Act 13 Marcellus Shale Recreational $7,000.00; Capital Projects $75,662.44; Debt Service $28,783.34; Krivak Trust Fund $25,598.33.
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed met with commissioners to provide updates for the Treasurer’s Office. The board voted to adopt the 2026 Board of Commissioners By-Laws under the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509), a motion made by Commissioner Bunch and approved unanimously.
The commissioners approved reappointments to the Bedford Fulton Joint Recreation Authority to stagger terms: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031). The board also approved a slate of 2026 reappointments including Solicitor (Jim Stein & DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Sealer of Weights & Measures (Pennsylvania Department of Agriculture), Director of Veterans’ Affairs Richard Newman, and County Engineers Keller Engineers and CES Engineering.
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; the motion passed with all commissioners voting in favor. The board then designated committee and board assignments for 2026 (Permanent Salary Board; County Treasurer Retirement Board; Assessment Appeals Board; Board of Tax Revision and Assessment, chaired by Commissioner Bunch; County Records Improvement Committee; Fulton County Family Partnership roles; and representation on regional agencies including SAPDC and the South Central Counties Solid Waste Agency).
The commissioners approved an RBA invoice for $7,957.31 (motion by Commissioner Hann) and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026 (motion by Commissioner Bunch). Separate Annual Reorganizational Meetings for the Salary and Retirement Boards were held at 9:00 a.m.; separate minutes are on file. The commissioners’ meeting adjourned at 10:37 a.m.
