Fulton County commissioners approve $135,622.38 in payables, hire Enforcement Officer and adopt administrative updates

The Fulton County Board of Commissioners met Jan. 13, 2026, in McConnellsburg and approved $135,622.38 in accounts payable, authorized a personnel hire, and enacted several administrative changes.
Commissioner Hervey P. Hann moved to approve accounts payable dated Jan. 13, 2026 totaling $135,622.38; the motion carried unanimously. The board recorded fund allocations as follows: General Fund $66,644.09; SFC Technology Grant $92.22; 911 $3,874.57; Domestic Relations $291.06; Capital Projects $64,720.44.
Interim County Treasurer Amy Bishop presented the accounts report for the month ending Dec. 31, 2025. Commissioner Randy H. Bunch moved to hire Angie Horton for the Domestic Relations Department union position of Enforcement Officer 1, effective Jan. 26, 2026; the motion carried. A separate Salary Board meeting set Horton's pay under the Collective Bargaining Agreement.
The board approved the 2026 Certification of County Funds as presented by Bishop and voted to notify organizations to apply for hotel/motel tax funding once the fourth-quarter payment is received.
HR Administrator Mary Huston presented a proposed 2026 pay scale, which the commissioners adopted. Commissioner Hann also moved to revise the HR Manual, Section 212 "Employee Benefits," to add an opt-out payment for employees waiving health insurance. The approved language states in part: "Opt-out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro-rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month). The waiting period will be excluded when calculating payment. This opt-out will be paid with the final payroll in December or upon your resignation. You must leave in good standing in order to receive this payment." The motion carried unanimously.
The commissioners approved several vendor and program invoices: the CCAP PCoRP second installment of $45,442.00, an SAP&DC invoice for local county/transportation support of $8,598.00, and a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger of county IT. They also accepted an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis.
Commissioner Hann moved to revise the LERTA application to read "Inspection by Zoning Officer or Fulton County Planning," which the board approved. Later, Commissioner Bunch moved to accept Ronald Richards as the real estate agent for the county-owned property at 119 N. 2nd Street, McConnellsburg, at a 3% commission; the motion carried. The meeting adjourned at 11:33 a.m.
All formal motions recorded in the minutes were approved "All in favor." Several brief executive sessions for personnel and legal matters were convened during the meeting; no executive-session outcomes beyond the recorded motions were disclosed in the minutes.
