Fulton County commissioners move ahead on hotel‑motel tax distribution, approve Food Basket sub‑agreement and routine business

FULTON COUNTY — The Fulton County Board of Commissioners on Feb. 10 voted to proceed with distribution of hotel‑motel tax revenue in line with legal advice and approved a sub‑agreement that names the county administrator for the State Food Purchase Program (SFPP), among other routine actions.
Commissioner Randy H. Bunch, chairman of the board, moved to proceed with the hotel‑motel tax distribution "according to legal advice/recommendation," a motion the board recorded as passing "all in favor." Interim County Treasurer Amy Bishop, Fiscal Administrator Sue Reed and Mike Lamb, chief financial officer with Wessel & Co., participated in the discussion (Lamb attended via Zoom) before the vote.
The commissioners also approved a Sub‑Agreement with the Fulton County Food Basket, Inc. to administer the SFPP after Food Basket Director Sue Cubbage explained that state funds will now be routed directly to the county rather than to the Food Basket. Commissioner Bunch moved to approve and execute the Sub‑Agreement; the motion carried unanimously.
In routine business, the board approved the Feb. 3, 2026 commissioners' minutes and the Jan. 27, 2026 Retirement Board minutes on motions by Commissioner Steven L. Wible. Commissioner Hervey P. Hann moved to approve accounts payable dated Feb. 3, 2026, totaling $91,872.06. The minutes list the fund‑level breakdown as: Fund 100 (General Fund) $75,212.91; Fund 227 (SFC Technology Grant) $153.17; Fund 231 (SFC Evidence Based Practice) $492.80; Fund 235 (Law Library) $172.69; Fund 238 (911) $2,546.01; Fund 256 (Domestic Relations) $794.48; Fund 300 (Capital Projects) $12,500.00.
Other approvals included a travel authorization for Services for Children Director Christine McQuade to attend the "Chief Justice Max Baer's Children's Roundtable Summit" in Hershey, Pa., April 22–24, 2026 (motion by Commissioner Bunch); a $640.00 Citgo quote for four new tires for a Services for Children vehicle to pass inspection (motion by Commissioner Hann); and execution of a Certification Statement for the fourth quarter of 2025 submitted by Services for Children Fiscal Technician Stephanie Mellott (motion by Commissioner Wible). Each of those motions was recorded as "all in favor."
The meeting also included informational items: a human resources update from Mary Huston and a Clean and Green matter presented by Fulton County resident Craig Strait, who provided a handout about the history of the personal property in question. McConnellsburg Volunteer Fire Chief Pete Lynch, resident Jim Pittman and EMA/911 Director Brian Barton presented a demonstration of the Chief 360 Mobile system for fire and EMS operations; no formal action was recorded on that demonstration.
Commissioner Wible moved to adjourn at 11:20 a.m.; the motion passed unanimously.
