The Clovis Unified Governing Board on Feb. 18 approved multiple administrator employment contracts, construction awards and formal personnel actions, and adopted resolutions addressing music education and temporary certificated employees.
Board President Tiffany Stoker Madsen called the meeting to order at 5:31 p.m. and the board reconvened in public at 6:37 p.m. after a closed session. The board reported that it approved the appointment of Matt Hernandez, currently principal at Clark Intermediate School, to the role of Administrator, Facility Services, effective July 1, 2026. That appointment and related personnel motions recorded a unanimous 6‑0 vote where tallies were noted.
Why it matters: the approvals reshape senior district leadership responsible for operations and school support services, and the construction and procurement actions commit district resources to facility improvements and safety projects.
Key actions taken: • Administrator appointments and contracts: The board approved contracts for the Deputy Superintendent; multiple Associate and Assistant Superintendents (including human resources, school leadership, instructional services, and area superintendents); and administrators for curriculum, student services, and facility services. Motions for these contracts were moved by Board Member Steven Fogg and seconded by Board Member Clinton Olivier, with recorded votes generally 6‑0.
• Construction and facilities: The board authorized agreements with selected architectural firms for various projects and awarded Bid No. 3055 (building improvements for SSSA and Police Services) and Bid No. 3056 (digital scoreboard installation). These awards were approved by recorded motions.
• Contracts, procurement and routine business: The consent calendar ratified purchase orders, contracts and checks numbered 705622 through 706264; approved change orders and a notice of completion; and accepted the 2026 Annual School Site Safety Plans Summary.
• Agreements and resolutions: The board authorized an annual agreement with School Services of California for legislative advocacy, approved an agreement with the American National Red Cross to allow use of district facilities during disasters, adopted Resolution No. 4083 proclaiming March as Music in Our Schools Month, and adopted Resolution No. 4080 regarding the non‑reelection of temporary certificated employees under California Education Code section 44954.
Votes at a glance (selected): • Adoption of the Feb. 18 agenda — Passed (recorded vote: 5‑0; Board Members Awtrey, Fogg, Olivier, Stoker Madsen, Tom Hashimoto voted aye; Combs‑Flores and Moore recorded absent for that vote). • Appointment of Matt Hernandez to Administrator, Facility Services — Passed 6‑0 (Ayes: Awtrey, Fogg, Moore, Olivier, Stoker Madsen, Tom Hashimoto; Combs‑Flores absent). • Consent calendar items including ratification of purchase orders and acceptance of Annual School Site Safety Plans — Passed (motions recorded 6‑0 where noted). • Resolution No. 4080 (non‑reelection of temporary certificated employees) — Adopted, motion passed 6‑0.
What the board identified for future action: Information items to be taken up at a future meeting include a financing agreement for the 2026‑27 employee computer refresh program and recommendations for Bid No. 3059 (Clovis North High School pool shade structure) and Bid No. 3061 (Nelson Modernization).
The meeting adjourned at 7:51 p.m.
