During its March 23 meeting the Parks and Recreation Board moved through several business items: it recommended that City Council adopt renewable local standards of care for city youth programs, approved a motion to authorize negotiation of an interlocal agreement with Austin Independent School District for parkland use at 400 Grove Boulevard, and passed a broadly scoped FY 2026-27 budget recommendation that the board amended to call out programming and physical-capacity funding for children and adults with disabilities.
Krista McCarthy (division manager, recreation services) summarized the standards of care that allow city-operated recreational youth programs to operate under city-adopted standards (rather than state day-care licensing) and explained differences from state licensing on ratios, training and facility health and safety. The board voted unanimously to recommend Council adopt the local standards.
On the interlocal agreement the board unanimously recommended Council authorize negotiation and execution of an agreement with Austin ISD for parkland use at 400 Grove Boulevard.
Board members debated the FY 2026-27 budget recommendation and ultimately amended the language in Section 5 to specify that additional funding should address under-resourcing of recreation centers and senior centers "both in physical capacity and programming, including children and adults with disabilities." The amended recommendation passed 8-0.
Other routine items considered included a schedule change for the board's May meeting and appointment of an alternate to the Joint Sustainability Committee. The meeting adjourned at about 9:38 p.m.
