Hardin County commissioners approve routine budget fixes, contracts, fireworks sales and grant application

Hardin County Commissioners Court on Feb. 10, 2026, unanimously approved a slate of routine administrative items, including budget amendments, contract authorizations, and acceptance of law‑enforcement reports.
The court approved the Jan. 27, 2026 regular meeting minutes, a motion to cancel registered claims from Jan. 27, and the county cash statement. County Auditor Candice McKinney presented FY25 budget amendments that the court approved. The court also amended the FY26 budget to record $6,038 in miscellaneous revenue from sale of scrapped metal culverts and increased Road & Bridge materials and supplies spending by the same amount.
The court accepted filing of the 2025 racial profiling reports submitted by Precinct Constables 1–6 and by Sheriff Mark Davis for inclusion in the official minutes.
The court authorized sales of fireworks for Texas Independence Day beginning Feb. 25 through midnight March 2, 2026, by approving an order presented during the meeting.
For procurement and maintenance, the court authorized the Purchasing Agent to solicit bids for materials and emulsions for all Road & Bridge departments and approved the County Judge’s execution of an Agreement Between Owner and Contractor with ERS of MS, Inc. under the USDA Natural Resources Conservation Service Emergency Watershed Protection Program.
Human Resources Director Melinda Herrington received authorization for the County Judge to sign the Affordable Care Act Reporting and Tracking Service (ARTS) program agreement offered by the Texas Association of Counties Health and Employees Benefits Pool (TAC HEBP).
Grants Coordinator Clay Woodward presented Resolution 3‑26 authorizing submission of an Edward Byrne Memorial Justice Assistance Grant (JAG) application to the Office of the Governor, Criminal Justice Division; the court adopted the resolution. The resolution and application require no local match.
The court adjourned after routine announcements.
