Carmel board approves multiple equipment, engineering and service contracts including new heart monitors and energy center feasibility study

At its March 4 meeting the Carmel Board of Public Works approved a series of contract requests and amendments covering fire‑department monitors, police drone licensing, engineering services and other city infrastructure needs.
Fire Chief Joel Thacker asked the board to approve purchase of ZOLL cardiac monitors and an EMS service amendment so the department can replace end‑of‑life monitors after FDA approval and software interface fixes. "This is to get the purchase of the monitors going so we can get them in, start doing some training on them, before we get them in service," Thacker said. The board approved the purchase and Thacker said a follow‑up addendum for additional components will be requested at a later meeting.
Deputy Chief DJ Sheff asked for a second amendment to the Axon agreement to expand licenses for the city's three‑drone program; the board approved the update. Jared Huff, engineering, sought an additional $228,000 for Crossroad Engineers to cover inspection and extra effort on a path/structure replacement project, explaining delays tied to utilities and procurement; that amendment passed. Huff also presented a small final balancing change order of $4,695.86 for the Community Drive Race intersection project, which the board approved.
Kiersten Haney (budget management) requested an $88,000 contract for phase 1 feasibility and preliminary engineering work for a proposed energy center, including planning for a geothermal test well; the board approved the scope to refine cost estimates and system capacity. Technology Director Kevin Kusama described a $232,218.89 amendment to replace an aging Midtown Plaza display and supporting broadcast equipment, noting the current system is nine years old and lacks sufficient backups; the board approved the replacement.
Crystal Edmonson (Street Department) summarized two landscaping contracts: an additional‑services amendment with Ingledown, Inc. to install and maintain flowers across Carmel, and an annual mulching/landscape maintenance amendment with TMT Inc. The board approved both.
All approvals were made by voice vote during the meeting. Staff members said department reviews were completed for each item and that further details or addenda would be presented at subsequent meetings if needed.
