The Town of Bedford Select Board on Jan. 26 voted unanimously on a slate of operational items, approving an easement amendment, two police vehicle purchases, a culvert design contract and a developer’s request to defer certain sewer connection fees until certificates of occupancy.
DPW Director David Manugian told the board that previously undocumented utilities at the Loomis Street/Great Road intersection required a minor redesign of a traffic-signal mast arm; the abutting owner at 5 Lane Avenue agreed to expand the permanent easement by approximately 55 square feet to accommodate the revised mast-arm placement. Mr. Hanegan moved to amend the permanent signal easement and authorize the Town Manager to implement the vote; Mr. Parker seconded. The motion passed 5-0-0.
Also under DPW procurement, the board approved two vehicles under the Metropolitan Area Planning Council/Greater Boston Police Council contract with Colonial Municipal Group: an unmarked Ford PIU Interceptor AWD Hybrid SUV at a net bid price of $46,187.40 and a marked Ford PIU Interceptor AWD Hybrid Police Responder at $45,413.80. Ms. Malone moved both purchases; Mr. Hanegan seconded each motion. Both motions passed 5-0-0. When asked about electric vehicles, Mr. Manugian said, “EVs are not currently equipped to meet the demand, and hybrids have been a great compromise.”
The board approved a $92,000 design contract with Woodard & Curran for replacement design work on undersized culverts at 131 Shawsheen Road after repeated flooding and embankment erosion. Mr. Parker moved approval; Ms. Malone seconded. The motion passed 5-0-0.
Beacon Point Development’s request to defer sewer connection and infiltration/inflow fees for the 18 Loomis Street multifamily redevelopment until prior to issuance of certificates of occupancy was approved with the condition that all fees be paid before any certificates of occupancy are issued. Mr. Brosgol moved the motion; Mr. Hanegan seconded. The motion passed 5-0-0.
The board also ratified the Town Manager’s appointment of Al Rego as Finance Director/Town Accountant, effective Feb. 23, 2026; Ms. Malone moved ratification and Mr. Brosgol seconded. The motion passed 5-0-0.
Other routine items approved on the consent agenda included meeting minutes, community sign permits and the March 14 town election warrant (subject to Town Counsel’s review). The meeting adjourned at 9:40 PM.
