Select Board approves easement amendment, culvert design, two police hybrids and other routine business

At its Jan. 26 meeting the Town of Bedford Select Board unanimously approved a traffic-signal easement amendment, two police hybrid vehicle purchases, a culvert design contract, a sewer-fee deferral for a Loomis Street redevelopment and ratified a new Finance Director.
The Town of Bedford Select Board on Jan. 26 unanimously approved a series of routine but consequential items affecting public works, public safety and town staffing.
The board voted 5–0 to amend a permanent traffic-signal easement at 5 Lane Avenue after Department of Public Works Director David Manugian reported undocumented underground utilities required a minor mast-arm design shift and an approximately 55-square-foot expansion of the existing easement. The board authorized the Town Manager to take all actions necessary to implement the amendment.
Also approved were two Ford Police Interceptor AWD hybrid vehicles procured through the Metropolitan Area Planning Council/Greater Boston Police Council contract and supplied by Colonial Municipal Group: an unmarked Interceptor (net bid $46,187.40) and a marked Police Responder (net bid $45,413.80). Manugian said hybrids were chosen because electric vehicles currently do not meet operational needs; Town Manager Matt Hanson added the vehicles will be assigned to school resource officers. Both vehicle purchases were authorized and the Town Manager was empowered to sign the purchase agreements.
The board approved a $92,000 contract with Woodard & Curran to design replacement culverts at 131 Shawsheen Road after repeated flooding and embankment erosion. Manugian said the design will be sized using the 2070 standard; design work is expected to conclude in winter/spring with permitting and construction bidding in future fiscal years.
The Select Board also approved a request from Beacon Point Development to defer sewer connection and inflow/infiltration fees for the redevelopment at 18 Loomis Street, with the condition that all fees be paid before issuance of any certificate of occupancy.
On personnel, the board ratified the Town Manager’s appointment of Al Rego as Finance Director/Town Accountant, with an anticipated start date of Feb. 23, 2026.
The consent agenda — including two sets of meeting minutes, sign permits for local nonprofits and the March 14 Town Election warrant (subject to Town Counsel review) — was approved 5–0. The meeting adjourned at 9:40 p.m.
