House reports scores of bills; multiple measures delivered to governor, several fail on second reading

The South Dakota House of Representatives on March 10, 2026, heard reports from the Committee on Legislative Procedure that multiple enrolled House bills were certified and delivered to the governor for approval at 9:33 a.m.
John Hansen, chair of the Committee on Legislative Procedure, told the chamber that the office of engrossing and enrolling had found House Bills 1006, 1082, 1140, 1148, 1149, 1184, 1187 and 1249 correctly enrolled. Hansen added that House Bills 1017, 1048, 1089, 1102, 1180, 1194, 1238, 1244, 1250, 1262, 1263, 1280, 1292, 1300 and 1311 were delivered to the governor for his approval at 9:33 a.m. on March 10, 2026.
The clerk also reported final actions and requests from the Senate. House Bills 1160, 1241 and 1253 were ‘‘lost on second reading and final passage,’’ the clerk said. The clerk further reported that the Senate had concurred in House amendments to Senate Bill 49 and that the Senate returned House Bills 1006, 1082, 1140, 1148, 1149, 1184, 1187 and 1249 having passed without change. Several bills—House Bills 1038, 1215, 1274, 1320 and 1323—were returned amended by the Senate and the House was asked to consider concurrence in those amendments. House Bills 1134, 1135, 1302 and 1303 were reported tabled.
Procedurally, the chamber approved the temporary journal earlier in the session by voice vote after the committee on legislative procedure moved adoption of its report. Later in the morning Representative Odenbach moved that the House adjourn to reconvene at 10:00 a.m. on Wednesday, March 11; the motion was seconded and carried on a voice vote.
The House was placed at ease with plans to reconvene at 2:00 p.m. the same day to consider concurrence on Senate amendments and to form conference committees if messages from the Senate were received.
What happens next: The House will reconvene at 2:00 p.m. to take up required concurrence votes and to act on any messages or conference committee appointments returned from the Senate.
