Board unanimously approves emergency abatement contract for Mission Education Center after hazardous plaster discovered

The San Francisco Board of Education voted unanimously to authorize emergency hazardous-materials abatement and related repairs at the Mission Education Center after facilities staff reported additional eastern-wall plaster damage discovered during ongoing waterproofing work.
Karen Sullivan, executive director of facilities and capital planning, told the board the board previously approved a contract (not to exceed approximately $502,000) for waterproofing. During work, crews identified plaster on the eastern wall that required removal, waterproofing around windows, plywood repairs and re-plastering. The estimated additional scope is about $365,000, which exceeds 10% of the original contract amount and therefore triggered an emergency request to bypass competitive bidding so the current contractor — already on site — could complete the work without delay.
"The price was reasonable, and the repairs are necessary to protect the safety of students and staff," Sullivan said. She told commissioners the hazardous-materials abatement portion was completed prior to the start of school so there would be no risk to students or staff.
Commissioners asked what hazardous material was found; Sullivan said it was materials in crumbling plaster and offered to provide a more detailed description to site leadership and families. The board approved the emergency resolution by roll call (7 ayes).
