Advisory committees urge staffing stability, mental-health supports and transparency for PEAF funds

Representatives of the Local Control and Accountability Plan advisory committee, the Community Advisory Committee for Special Education, and the Public Education Enrichment Fund (PEAF) community advisory committee presented annual reports and policy recommendations to the Board of Education.
LCAP parent leaders and cohort representatives outlined four priority recommendations: strengthen staffing stability and recruitment pipelines, sustain mental-health and whole-child supports, implement tiered academic interventions (especially early literacy and math), and build staff capacity centered on culturally responsive practices. Tim Burke, the LCAP manager, and parent leaders highlighted family advisory groups (APAC, DLAC, QTPAC) and asked the district to integrate those recommendations into the districtLCAP monitoring work.
The CAC for special education reported critical staffing shortages (dozens of certified SPED teacher vacancies and many uncredentialed positions), low proficiency rates among students with disabilities, rising chronic absenteeism, and recommendations for hiring and onboarding improvements, earlier intervention, and better family communication. CAC requested that special-education leadership remain at cabinet level (the SELPA director was confirmed by the superintendent to sit on the executive cabinet).
PEAF CAC chair Maggie Fury presented nine recommendations related to governance and equity for PEEF money: keep PEAF and LCAP advisory roles distinct but coordinated, fill CAC vacancies, appoint PEAF members to the new "Our Children, Our Families" council created under Prop J, improve communication about program changes, reevaluate the nursing staffing model and reduce contractor reliance by hiring more permanent staff, and expand immersion TK2 options and TK classrooms. PEAF members warned that moving programs between funding columns without consultation undermines oversight.
Board members thanked the parent leaders and asked staff to provide a formal response at the next meeting; staff said formal responses would be provided at the following meeting and that the superintendent's team would review recommendations for incorporation into budget and monitoring materials.
