Council approves Olofsson & Porter Vintage Goods liquor license after debate over 'novelty' exception

Aldermen raised statutory questions under Wisconsin Statute 125.32, which generally prohibits a Class B license where other businesses are conducted on the premises unless the activity fits specified exceptions (hotel, restaurant, combination grocery and tavern, novelty, club, etc.). Council members asked whether the business’s mix of antiques, coffee, food service, lodging on the second floor and live music fits one of those exceptions.
Applicants Tamara Zagorski and Michael Goffman described their plan as a daytime showroom for vintage goods and a nighttime venue offering food, wine and live music. “We want to provide music. We want to provide art. We want to provide a gathering place,” Zagorski said, emphasizing a moderate atmosphere rather than a bar scene. After discussion, the council approved item C6C; the meeting record shows a motion passed with 15 votes in favor and one abstention recorded earlier in the block.
Council also approved C6B (Trace Hermanas LLC) with a waiver of the 300‑foot distance requirement from a church, school or hospital, and deferred C6A to the license‑and‑permit committee for further review because the applicant was not present and members requested additional information.
