Counsel told the Senate Finance Committee that a strike-and-insert amendment to House Bill 56 86 would change Hope Scholarship disbursement timing from biannual to quarterly.
"This all this bill does is simply changes the timing of the Hope scholarship disbursements from biannually to quarterly," Counsel said, adding that "the treasurer's office indicates that this will not cause any extra burden." The committee adopted the strike-and-insert amendment, then the vice chairman moved that the bill as amended be reported to the full Senate with the recommendation that it pass; the motion carried.
Committee members also voted to adopt a title amendment for the bill before adjourning. The transcript records the committee's procedural actions and the counsel's explanation; it does not include a detailed fiscal analysis or testimony from scholarship administrators in this segment.
