Big Water council adopts state fire code, appoints clerk and approves financials

The Big Water Municipal Town Council on Feb. 18 voted to adopt Ordinance 01-2026, aligning the town with the Utah State Construction and Fire Codes Act (Title 15-A), appointed a new town clerk and approved the town's financial report for the month.
The council adopted the fire-code ordinance on a motion by Councilmember Jim Lybarger, seconded by Councilmember Tara Chiasson. The measure, described by the town's fire chief as required under State code Title 15-A, will move the town to adopt statewide fire-code standards that affect building requirements and fire inspections for new construction. The motion passed unanimously.
The adoption means Big Water will apply the Statewide Fire Code for inspections and certain building standards going forward. Fire Chief Cameron told the council the change reflects the State requirement and discussed related department needs, including staffing and equipment updates.
Also on a unanimous vote, the council adopted Resolution 2026-05 appointing Abby as Town Clerk/Recorder at a starting wage of $20 per hour. Jim Lybarger moved to adopt the resolution and Councilmember Jennie Lassen seconded the motion.
The council approved the month's financials and check register after Councilmember Luke McConville questioned an unexplained Walmart charge on a previous clerk's credit card that lacked a receipt. Councilmembers voted to approve the financials on a motion by Jennie Lassen, seconded by Jim Lybarger.
No roll-call vote tallies beyond "all in favor" were recorded in the minutes; the meeting record shows unanimous approval of the listed motions. The council adjourned at 7:59 p.m.
