Mr. President moved that the committee "approve funding for the following joint governmental organizational dues, for the National Conference of State Legislatures, a 10% cut, which would be $232,448 for NCSL; that we would hold the $162,081 for the Council of State Governments; and then the $77,300 for the Education Commission of the States." The motion was seconded and taken by roll call. The committee approved the motion; the transcript records Minority Leader Simpson voting no and at least one member passing during the roll call.
Director Natalie Castle told members she had conversations with the organizations and indicated the long-standing benefit of NCSL to members and staff, while several members pushed for a larger reduction. Minority Leader Simpson said he could support a larger cut but recognized the services NCSL provides to staff. The committee decided to apply a one-time reduction for the coming year and to reevaluate in future sessions.
The Energy Council was not funded in the recommended motion. The committee indicated this dues decision will be folded into the budget vote expected next week.
