Senate committee adopts amendment and advances House Bill 40 82 A allowing land additions to UGB for older-adult and manufactured housing

Kya, a committee staffer, said the bill allows land to be added to an urban growth boundary specifically for housing older adults and for manufactured or prefabricated dwellings that include long-term affordability and use restrictions. The staff summary said the bill uses the existing review process established by Senate Bill 15 37 (2024) and that the unamended measure has minimal fiscal and no revenue impact. The -A4 amendment before the committee resolves potential conflicts with House Bill 40 35 and is contingent on that bill’s passage.
Vice Chair Anderson moved to adopt the -A4 amendment. With no objection, the committee adopted the amendment and then voted to move House Bill 40 82 A, as amended, to the Senate floor with a do-pass recommendation. The clerk conducted a roll call; the motion passed.
The committee did not take further substantive debate on policy clarifications during the session; Chair Pham closed the work session and sought volunteers to carry the bill to the floor.
The committee’s action sends the amended bill to the full Senate for consideration and possible concurrence with the House on subsequent amendments.
