Eureka County approves COLA guidance and fund transfers for FY2026-27 tentative budget

Comptroller Todd explained a recent legislative change requires consistent action across employee categories: the Board approved a 2% COLA for elected officials, 3% for County Commissioners, 3% for non-PERS and PERS hourly employees, and a $0.25 hourly increase for casual positions. Commissioners approved the guidance by a 3-0 vote. Todd noted union contracts for the next fiscal year had not been settled, which affects the final COLA implementation for some employees.
On capital and operating funding, Todd recommended a series of transfers to the General Fund including $1 million to the Road Department, $500,000 to the landfill, and $500,000 to the retiree insurance fund; she characterized a total of $8.5 million in transfers to the General Fund as part of the proposed Tentative Budget package. The Board directed the Comptroller to include the transfers in the Tentative Budget and approved moving forward with prioritized capital outlay requests for FY2026-27; motions carried 3-0.
The actions set budget guidance for staff drafting the Tentative Budget; the Board did not adopt a final budget at the meeting. Next formal steps include incorporating these directions into the Tentative Budget and later public hearings on the FY2026-27 budget.
