Kenosha council approves licenses, preliminary assessment resolutions and accepts $23.6 million Innovation Center contract

The Kenosha Common Council handled a number of routine licensing, permit and contract items during its Feb. 2 meeting, including approval of liquor and cabaret licenses and acceptance of completed public-works projects.
On licensing, the council concurred with Committee on Licenses and Permits recommendations for a cabaret license for Olafson and Porter Vintage Goods LLC after opening and closing a hearing with no public speakers; one council member abstained. The council then approved a Class A liquor license application for K Liquor LLC (2715 18th Street Unit 8) after the applicant’s agent, Adele Samham, affirmed projected monthly alcohol sales of $40,000; council conducted a roll-call vote with the motion carrying 13 to 4. During the liquor discussion, a councilmember noted the license can be reviewed in a year if sales fall below 70% of the stated projection.
The council also concurred 17 to 0 with preliminary resolutions (I1–I5) from the Committee on Public Works declaring intent to levy assessments for several sidewalk and driveway approach projects, and it approved a professional-services agreement with Rucker Milke for multi-plate storm-sewer lining design (L1) by roll call 17 to 0.
Finance reported M items including a disbursement record totaling $7,691,894.23 and recommended acceptance of the Kenosha Innovation Center project completed by Myron Construction; the council accepted the project with a final contract amount of $23,575,772. The council accepted additional sidewalk and curb-and-gutter completions with final contract amounts of $351,568.77 (North program) and $401,741.71 (South program).
Votes and tallies recorded on the Feb. 2 meeting record include a roll-call vote of 13–4 for the K Liquor Class A license; several other items passed unanimously (17–0) as noted in the meeting minutes. No controversial or contested final actions on development agreements or emergency homelessness measures were recorded at this meeting.
