Plan Commission approves Pizza Ranch, Boys & Girls Club entry, Starbucks reconfiguration and multiple plats; sidewalk waiver granted for a vehicle facility

The Kenosha Plan Commission approved a slate of routine and revised permits on Jan. 8, including a conditional use permit for a Pizza Ranch restaurant, conditions for a Boys & Girls Club entry addition, an initial approval to reconfigure a Starbucks drive‑through, and certified survey maps/plat approvals for several properties. The commission also voted to delete a sidewalk connection requirement for a vehicle facility at 2717 18th Street.
Daniel Baff of Brubecker Associates, the applicant for the Pizza Ranch at 4955 Green Bay Road, presented revisions that added architectural articulation and a porch consistent with the chain’s older designs; staff recommended approval subject to standard conditions and the commission approved the permit after a motion and voice vote.
For the vehicle facility at 2717 18th Street, applicant Scott Linsley and neighbor Rick Stavenport spoke publicly. Stavenport urged the commission to waive the condition requiring a connecting sidewalk, citing a steep elevation difference, the risk of removing a mature tree and that prior construction had not required the sidewalk. Planning staff said condition 2c could be deleted by commission action; commissioners moved to delete condition 2c and approved the permit with that deletion.
Architect Noah Grego described a 636‑square‑foot entry for the Boys & Girls Club at 1430 52nd Street; staff recommended establishing conditions and scheduling a class 2 public hearing and the commission concurred with staff. Representatives for the Starbucks drive‑through reconfiguration said the city had remediated the former gas station site, removed tanks and the city is selling the parcel to an adjacent owner who would reconfigure the drive‑through to improve stacking and add parking; commissioners praised the traffic improvements and supported staff’s recommendations.
The commission also approved a certified survey map for a 3‑lot division at 4219 51st Avenue (Saint Peter property), a two‑lot certified survey map for a parcel in the Kenosha Innovation Neighborhood (5215 28th Avenue) and a final plat for the Tyrell Woods subdivision at 27th Street and 47th Avenue; staff said additional developer agreements and review steps will follow on the subdivision items.
Chair (voice 3) announced that commission member Wallace has resigned and moved out of Kenosha; the mayor said he will bring a nomination to council to fill the vacancy. The meeting adjourned after the regular agenda items.
