Goshen board approves two police promotions and accepts long-serving firefighter’s retirement

The Goshen Board of Public Works and Safety unanimously approved promotions for two police officers and accepted a longtime fire department sergeant’s retirement at its February meeting.
Police Chief Powell asked the board to promote Wyatt Vickery (No. 239) and Cody Rucker (No. 241) from probationary patrol officer to patrol officer retroactive to Feb. 24, 2026. A board member moved to approve the promotions and the board voted in favor. The officers came forward and repeated the oath on the record; Vickery stated, “I, Wyatt Vickery, do solemnly affirm…” and Rucker repeated a similar oath.
The board also heard a retirement request from the Goshen Fire Department for Sergeant Jeffrey L. Frank, effective March 15. A fire department representative noted Frank’s 32 years of service, his work as a paramedic, his role as EMS sergeant and dive-team member, and his contributions to the department’s car-seat inspection station. The board approved his resignation/retirement unanimously and offered formal thanks for his service.
During the same agenda item, Chair noted a recent family loss for Detective Josh Havens’s family and asked attendees to keep them in their thoughts.
The promotions, retirement acceptance, and condolences were procedural but included ceremonial elements (oaths and public recognition). The board completed these personnel actions without recorded dissent and moved on to other agenda items.
