Council approves Juniper Hill PUD for 33 homes after directing updated Elm Road traffic analysis

The Maple Grove City Council directed the city attorney to draft a PUD agreement and resolution and voted to approve Juniper Hill, a 33-lot single-family planned unit development, on Dec. 15.
Planning Manager Peter Vickerman described the project as 33 lots, mostly at least 10,000 square feet, with larger lots adjacent to Elm Creek and an outlot for a future trail crossing. Public Works Director Chris LaBounty told the Council Elm Road "was designed to handle 8,000 cars per day," currently carries about 2,000 vehicles per day, and has a 2040 projection of about 4,400 vehicles per day. Councilmembers pressed staff about traffic calming; LaBounty said targeted education and medians or other calming measures could be considered and staff would update traffic-count data in spring with more detailed analysis to follow.
Councilmember Ostaffe pressed for lower density to reduce future traffic impacts; Planning Manager Vickerman noted the proposal meets current city zoning. On motions directing the attorney to draft required documents and rezoning to R-2 PUD, votes were four ayes and one nay (Ostaffe). Staff indicated engineering details, park dedication and remaining departmental comments must be addressed before final approval.
