Council adopts 2026 fee schedule and approves two-step increase to off-sale liquor license fee

The Maple Grove City Council voted Dec. 1 to adopt the 2026 Fee Schedule (Ordinance No. 25-17) and approved a stepped increase to the off-sale liquor license fee to cover administrative costs.
Councilmember Mike Ostaffe flagged increases in recycling, organics, water and sewer fees while discussing the ordinance. City Administrator Heidi Nelson told the council staff recommended the off-sale liquor license increase to align the fee with comparable cities and to reflect administrative costs that had not been adjusted in more than a decade. The council approved implementing the off-sale fee increase in two steps: from $250 to $315 for the license period July 1, 2026–June 30, 2027, and from $315 to $380 for July 1, 2027–June 30, 2028.
The revised fee schedule was authorized for publication. The council’s vote on the ordinance followed a motion to remove the item from the consent agenda for discussion and a subsequent approval vote. City Administrator Nelson noted the increases would not affect licenses already valid through June 30, 2026; the first stepped increase applies at the next renewal on July 1, 2026.
The ordinance adoption and fee adjustment were recorded without dissent, 5-0.
