The Rosebud County Board of Commissioners voted Jan. 6 to accept a single bid to operate the Ashland feeding program. The bid, from Jerry Thicks doing business as JW's in Ashland, was for $11 per meal for an estimated 35 people per day and covers service through June 30.
"It's $11 per meal for an estimated 35 people per day," the Chair said during the bid-opening and motion to accept the single proposal. The Board moved, seconded and called a vote; the Chair announced the motion carried to accept the bid and directed that contract terms be finalized.
Commissioner (S2) asked whether the program would receive reimbursements tied to tribal funding, noting that "the tribe didn't renew their contract in April" several years ago and that a previous arrangement had been around $7 per meal. Staff and commissioners discussed that the county will accept the bid now and negotiate contract details and funding mechanisms with the vendor and relevant partners before payments commence.
The contract award to JW's is the only bid the county received after advertising. County staff indicated the accepted bid will move to contract negotiations and implementation steps; the Board did not record a roll-call vote tally in the transcript.
Next steps identified by the Board include finalizing the contract language, confirming funding/reimbursement sources for meal service, and establishing an operational start date pending contract execution and any required approvals.
