Winnebago County supervisors approve liquor license, enter closed session and discuss AI policy

The Winnebago County Board of Supervisors met March 17, 2026, and approved the minutes of the March 10 meeting and the March 17 agenda. On a motion by Supervisor Terry Durby, seconded by Supervisor Smith, the board recorded unanimous approval of the minutes and agenda.
Bill Jensvold, chairperson of the board, presided. Kris Oswald, deputy auditor, reported on drainage matters, and Ethan Schutter, maintenance superintendent, told the board that road crews had been plowing Sunday, Monday and the meeting day.
On a motion by Jensvold, seconded by Smith, the board approved a liquor license for The Barn; the minutes record that all voted aye. The board also approved and ordered paid a list of claims to vendors and individuals; the minutes include a detailed vendor list and line-item amounts but do not record a roll-call tally for that approval.
During open forum the supervisors discussed adding an artificial intelligence policy to the county employee handbook and creating a committee to work on policy language. The discussion was preliminary: the board considered the idea but did not adopt policy or appoint a committee at the meeting.
The board moved into closed session under Iowa Code section 21.5(1)(c) to confer with counsel about matters in litigation or where litigation is imminent. The roll call for entering closed session recorded Jensvold, Durby and Smith voting Aye; the board later returned to open session on a subsequent motion and the minutes state no action was taken while in closed session.
Supervisors also discussed land held by the Conservation department. They noted the county cannot sell Conservation-owned land but may lower the Conservation levy; the board left the matter to be discussed further at a later meeting.
The session adjourned and the minutes were signed by Bill Jensvold, Chairperson, and attested by Kris Oswald, Deputy Auditor. The board scheduled its next meeting for 9:00 A.M. March 24, 2026.
