Point Venture readies emergency-services transition after Travis County ESD No. 1 ends interlocal agreement

Mayor Justin Hamilton told the Village Council on Feb. 17 that the Village office received a Feb. 4, 2026 letter from Donnie Norman, Fire Chief of Travis County ESD No. 1, notifying Point Venture of an intent to terminate the existing interlocal agreement effective March 6, 2026. The mayor said the termination will not affect emergency and fire services.
Hamilton said Village staff and ATS Engineers will continue to manage building and site inspections and code-enforcement operations during the transition. He described the change as an opportunity to "build a customized Point Venture-focused emergency management program" and said the council will discuss and develop a long-term strategy for a stronger, more modern emergency management program.
The announcement did not include changes to current emergency response coverage or specific new service-provider contracts; Hamilton said only that services are not affected by the notice and that staff will pursue planning and coordination steps. The council did not vote on any immediate operational changes at the Feb. 17 meeting.
The next procedural step the mayor outlined is for staff to return to the council with recommendations and a timeline to implement a Point Venture–focused emergency management plan and any required intergovernmental agreements.
