AFC outlines collaborative approach ahead of March 21 town meeting and budget summit

The Advisory Finance Committee (Chair) opened the meeting and set the tone for FY27 budget work, saying the budget summit is intended as a concentrated opportunity to hear major departments and prepare residents for the March 21 town meeting. "The summit gives you a chance to hear them out as well as figure out how complex what they are presenting is," the Chair said.

Members debated how adversarial the AFC’s review should be. One member (Committee member) urged a cooperative, advisory approach: "We're taking more of a collaborative, advisory consultative role rather than questioning in great detail." Another (Committee member) replied that the AFC should still ask probing questions when necessary, noting that the summit is also the time to ask questions that will help voters at town meeting.

The committee agreed the summit should prioritize major budget areas — police, fire, DPW, schools and large capital items — and that most departments should give concise, high-level presentations (roughly 20 minutes) with deeper follow-ups scheduled at AFC meetings after the summit. Members asked that warrant materials be clearly versioned online; Speaker 8 posted the current version 2 link in the chat during the meeting. The Chair said the warrant is available on the town website and that printed copies can be requested at Town Hall.

Why it matters: the AFC’s recommendations and its written R&R explanations are published for town meeting voters; clarifying questions now can reduce surprises at the town meeting floor and inform later votes. The committee plans a post-summit debrief meeting (the Monday following the summit) to document follow-up questions, assign liaisons and schedule presentations by departments that were not covered at the summit.
