Stillwater County commissioners approve mine-tax distribution, open courthouse bids and approve airport payments

The Stillwater County Board of Commissioners on Oct. 16 approved several agenda items: Resolution No. 2025-29 to distribute Metal Mines License Tax receipts for the first half of 2025; authorization to begin bid letting for Phase II of the courthouse renovation; and two pay applications for Woltermann Memorial Airport pavement maintenance.
Commissioner Jeff Ruffatto moved to approve Resolution No. 2025-29, Commissioner Roger Webb seconded, and the board approved the resolution 3-0. Commissioner Steve Riveland noted that metal mines license tax distributions have fallen about 80% since 2021 and said departments were asked to reduce budgets because of the mine shutdown impact.
The board also voted 3-0 to begin bid letting for the Phase II Courthouse renovation project after a motion by Commissioner Roger Webb and a second by Commissioner Ruffatto. The motion initiates the formal solicitation of bids; no contract awards or project cost estimates were presented at the meeting.
On airport business, the board approved Pay Application No. 1 to CR Contracting LLC for pavement maintenance in the amount of $125,291.98, with federal Aviation Administration funding covering 95% ($119,027.38) and the sponsor share 5% ($6,264.60), of which the City/County share is $3,132.30. The board also approved Pay Application No. 2 to Morrison Maierle for $9,903.67 (FAA 95% = $9,408.49; sponsor 5% = $495.18; City/County share = $247.60). Both motions passed 3-0.
Separately, the board approved minutes from the Oct. 9, 2025 agenda meeting and consented to file items including a Clerk and Recorder report ending Sept. 30, 2025 showing $9,135.95. No other new budget appropriations or contract awards were finalized at the meeting.
