The Stillwater County Board of Commissioners took several routine actions during its Oct. 2, 2025 meeting, voting unanimously on a series of resolutions and purchases.
Key outcomes
- Minutes approved: The commission approved the minutes from Sept. 25, 2025 (motion by Commissioner Jeff Ruffatto, seconded by Commissioner Roger Webb; vote 3-0).
- Consent agenda and sheriff’s laptops: Commissioners adopted the consent agenda, which included a Get Systems quote of $54,720.00 for rugged laptops for the sheriff’s department; the motion passed 3-0.
- Capital plan adopted: Resolution No. 2025-27 to adopt the Comprehensive Capital Improvement Plan passed on a 3-0 vote.
- Emergency Operations Plan amendment: Resolution No. 2025-28 approved adding a base evacuation-plan addendum to the county Emergency Operations Plan. David Stamey reviewed the base plan and said the Trading Post facility addendum outlines site-specific evacuation parameters; he noted the city will review the Trading Post plan at a meeting on Oct. 6. The resolution passed 3-0.
- Septic permitting fee schedule: Resolution No. 2025-26 (amending Environmental Health septic-permit fees) was held off; Commissioner Riveland said a public hearing is set for Oct. 6, 2025, at 9:30 a.m.
- Road & Bridge equipment: The commission approved installing three snowplows on work trucks (for Molt, Rapelje and Columbus) at a total cost of $27,300; Road and Bridge staff said this will let crews address drifts in the field without returning to the shop. The motion to approve the installation by RATCO (Billings) passed 3-0.
Other notes
Staff updates covered chip-seal and striping work on W. Rosebud, facilities maintenance (snow equipment and boiler status), Solid Waste hydraulic-line maintenance and a draft hazmat annex addressing diesel and propane tanks. Commissioners adjourned at 9:27 a.m.
