Agency official (S2) said, "temporarily, title 10 funding is frozen for the state of Montana, as well as about 8 or 9 other states," and added that Dawson County and a private entity in Bozeman are covering April and May payments. Chair (S1) said the county has $1,750 in local title 10 funds and had recently received an additional $1,000.
Why it matters: Title 10 supports birth-control access and related clinical services for low-income residents; an extended freeze could disrupt appointments and supplies. County staff said Dawson County had set aside additional funds and expect to carry business as usual at least through September but emphasized that the exact duration of the freeze is unknown.
What officials said: Agency official (S2) said the state is also "looking into the 340B program, which is the program for STI testing and hoping that we can kind of piggyback some of our birth control onto that," but cautioned that this remains uncertain. The board also described grant volatility affecting other public-health programs: the IAP immunization grant was reduced in the third and fourth quarters despite prior allocations, the MCH (maternal-child health) grant will continue unchanged, and the public-health emergency preparedness (FEP) grant was still awaiting a May 15 decision.
Local finances: Officials listed small remaining balances on several grants: the immunization (IAP) account at about $60, a $2,882 match for MCH, roughly $193 left in a COVID outreach grant and $0 remaining for monkeypox funding. Chair (S1) said spending earlier in the fiscal year is intentional to avoid auditor concerns about back orders in the fourth quarter.
What happens next: Board members said they will monitor state updates and coordinate with Dawson County to maintain services. No formal vote or directive was recorded; staff said they would report back as new information from the state becomes available.
